I have never heard of anything like this before, but my suggestion to you is
to run anti-spyware and anti-virus software. If both come back negative, just
try and go through everything you recently downloaded or installed; maybe it
was just the result of something you installed?

Many moons ago IE updates used to put themselves off the root with a
"delete this folder" (or something similar). But they had the update
files still in them. Strange a blank folder would remain. If the
program that created it deleted the files, why not the folder (but
that's your question, right)?

More likely it's a legitimate program.
Malware is more likely to install itself in Windows\System32 in a
directory called "DONT_DELETE_THIS_REALLY_IMPORTANT"

Almost guaranteed to be an installation program folder from a program that
didn't clean up after itself at completion of install.
