Strange Folder

When I click My Computer >> Local Disk C: >> Documents and Settings, there is
a folder named "Owner" which I did not create. If I delete it, it only shows
up again the next time I use my computer. I have a feeling it shouldn't be
there. What's going on?

The documents and settings folder is place where the Windows System creates folders it needs for the parrticular user that is logging on.
The Owner folder may be the username of the person logging on. It is the "Profile" created by the system to store user specific settings
when logging on to Windows.

If you created another user and logged on with that user, that user's name would appear under the documents and Settings folder
automatically.
