Ok. Here's a stumper.

When I try to add a new device, I get an error stating "Insufficient
resources to add the device". It won't add any hardware, it won't even add
hardware I just removed to test.

It won't install any windows updates either. They are not nearly so
helpful, they report "failed".

Anyone out there that could possibly point me in the right direction?

How much memory do you have?

Many people keep their computers on 24/7 and "never" actually shut down the
computer.

Many strange behaviors, that can not be ordinarily explained, can be fixed
by simply turning off your computer for a minute or two. Though I have no
empirical evidence to support this theory, I believe that the RAM may get
logically corrupted. A simple reboot may not clear the RAM. Turning off the
computer does.

I have seen this solve for many stupid problems including printer, CD/DVD
burning, Internet Explorer errors etc.

Try it!
