Storm allows you to hide your confidential files and compressed folders
in regular JPEG picture files. Your information is encrypted and hidden
inside the JPEG file without affecting the picture's appearance, quality
or dimensions. Storm is very easy to use and it does not require a
password. It is compatible with all modern Windows versions and it is
distributed as freeware.

So it's payware...
A genuinely free utility for this purpose is 'camouflage'.
But the problem with this technique is that although you can hide
the data file inside a jpg or whatever, you can't hide the increased
filesize.
