store runas credentials

is it possible to store runas credentials of the administrator account on a
user machine so that he can run a specific program as an admin that can't be
run using a local user account?

Not really - no.
There are other ways to do it - Google.

Very Very Very few consumer applications are left that cannot be run with
any account other than administrator level. Sure - you may have to change
file permissions of a directory/file or a few. Maybe even a little change
of permissions on certain registry keys/folders. However - it's still
better than running anything as another user with higher rights to the
entire machine.
