store files in C:\Documents and Settings\User directory

Is there some limitations / restrictions to store large files in
C:\Documents and Settings\User directory? (since it contains few system
folders: Start Menu, My Documents)
 
In most situations, when saving information on a User Profile, Windows uses
the 'My Documents' folder as the Starting Folder.

And if the user configuration is changed, the user may only have access from
'My Documents' down (e.g.,
HKCU\Software\Microsoft\Windows\CurrentVersion\Policies\NonEnum\...).

And if I'm not mistaken there is no 'Documents and Settings' folder under
Windows Vista, unless they change the initial concept (they were going to
name it 'Users').

Its unclear where to store files, system cluttered, not organized, not easy
to find necessary file.
