Storage devices not being detected

I am running windows XP pro with sp1. When I connect a USB device windows
makes the sound recognizing the device, but when I open My computer to view
the files it is not shown. Also, when I start up my computer the cd that is
in the drive is shown in my computer, but when I change cd's the old cd is
still shown, and the autoplay on the new cd does not function. I use a USB
mouse that always works, so I do not think that the problem is with the
device its self.
