Stopped by "The download location information is damaged. Please clear your Internet Explorer brows

While attempting to upgrade my IE from 5.0 to 6.0 on my Windows2000 system. I got this message: "The download location information is damaged. Please clear your Internet Explorer browser cache and retry Setup.

I deleted all temp files assuming that is what "Internet Explorer browser cache" means, and also rebooted the system, but can't fix it. Also tried all kinds of command line download I found, and basically receiving the same thing. Please help.
 
Clear the IE cache. I.E./Tools/Options/General/Delete files (and delete
offline content.) It's often recommended that the Temporary Internet Files
(folder) be kept at
40-50 MB. Bigger isn't necessarily better.
