Turn off your speakers and it's "jingle".

Just curious, why does it annoy you?

Start | Control Panel | Sounds and Audio Devices | Sound tab. Click on a
program event, click the Sounds down error and choose a sound. None is at
the top.

This could all have been found out from Start | Help and Support | sounds.
The Help function in XP is quite good.

Then turn it off in control panel | sounds. You can turn off whatever you
like in there, or change the sound scheme to something else entirely.
