stop someone from accessing my computer

I ve changed all the prefrences on sharing files in my
settings and all that b.s. but I feel my neighbor is still
accessing my computer because he possibly some dort of
administrator?, I a really am close to noking on his door
and knocking him out. can I stop this or can i verify it
is him is there a signal meter i can buy that will point
to his house? I have a laptop and running windows x.p.
