Depends on a few things, have you got a firewall, do you
have messenger active, do you use adaware/spybot???
To stop popups is a multifaceted approach, you shouldn't
just install a popup stopper, as it misses the basic
problem, if no decent firewall, your open to the net and
anybody can gain access to your pc, and ALL of your files.
So, Get a software firewall (zonealarm is free), disable
instant messenger, home users have no use for it anyway,
clean your pc of ad gates/tracking cookies,
(adaware/spybot), get and install a popup shield, adshield
works great for me, and I still get to use my popup menus
when I want, like banking and other wanted popup menus.

To disable net messenger
Right-Click My Computer -> Manage -> Services and
Applications ->
Services -> Scroll down to Messenger -> Right-Click ->
Properties ->
Click Stop -> then in the "Log On" tab, click disable.
