stop or reduce excessive explorer.exe refresh?

overly frequent refreshes abort or break mouse nav or mouse action wayyyy too often.

fwiw, winxp home sp2 patched

seems to work immediately.
i think the flickering is worst (with over 50% of time in the "disappeared" part of refresh
cycle) when the visible folder level contains many files (usually the faves folder).

probably best use is to disable refresh, organize url files (distribute to subfolders), then
reenable refresh.
