"STOP: 0x0000009F" error when you shut down or restart a Windows 2000-based computer

I get the STOP error on my Windows 2000 Pro when either
restarting or shutting down. The error occurs directly after the
'shutting down' message, when it should power off or reboot. I've
tried the correction procedure via the support pages; i.e.

The procedure doesn't work in my hands from step 4 on. Please advise
how I may repair this error. Thanks.

Hi Dave;

When I try unloading the hive to the system/repair folder with key word
repair, regedt32 complains it can't do that. Of course I'm in there as
administrator. It would seem that the upper and lower filters are out of
whack some how, but how to repair them without having to reload W2K Pro?
The knowledge base article is the closest thing I've found to repair the
powerdown / reboot error, but like I said, following the fix step by
step doesn't seem to work. Any suggestions? Thanks in advance. Take care.
 
No idea really about your specific problem but I can help you with the steps
outlined in the article.

At that point you need to choose 'Load Hive'

OK, mis-spoke; yes, 'Load Hive' is the correct term. However, get the
message that Regedt can't complete the 'Key Name' step. That's where
it's going awry. Try it yourself. I've read all the other knowledge
base articles about troubleshooting unsigned drivers, etc. The only
thing that seems to make any sense are the upper/lower filters in the
Control Sets are out of whack, thus this particular fix. Is there
another way of accomplishing the same thing? This is an Intel D875PBZ
mobo, with latest BIOS and no APM, just APCI. Everything is MS HAL. If
you have another idea about how to troubleshoot / diagnose this
problem, I'm 'all ears'. We can take it off line and address via phone
if you're amenable. Give me a time and number via private email and
I'll call. Thanks.
 
At that point (still at step 4 correct?) you need to be running regedt32.exe

Yes, I'm still running Regedt32, exactly as it's written in the
article. The point is: 'The procedure doesn't work as written!' if it
did, I wouldn't be posting this message.
 
Well if you won't tell us specifically what doesn't work then there is no
way I can help. It *will* work. Basically what the article instructs you to
do is load the system hive (from the repair directory) into workspace
through regedt32.exe, then use regedit.exe to create a *.reg file of the key
based on values at the time the OS was installed. Then edit the file to
CurrentControlSet and then import. Any way you want to accomplish the same
task should work.

1. Start regedt32.
2. Go to HKEY_LOCAL_MACHINE
3. Load Hive to: C:\WINNT\Reapair\System file
4. Click Open, type Repair in the Key Name box and then click OK

At this exact point, if you'd try it yourself, the editor comes back
immediately telling you that it can't complete the requested
operation. Thus, the following steps are completely pointless. I don't
know how to be any more explicit. We could certainly try net meeting,
or the phone call, or, indeed, if you'd try the procedure, you'll see
exactly what I'm talking about. What else do you need to know?
 
It works perfectly for me. Are you sure you didn't already load the hive and
name it 'repair'? If so it is now a part of the registry and will be there
when you re-open regedt32.exe Either case the temporary name 'repair' is not
important, in other words you can name it anything you like. To unload the
temporary hive navigate to it then from the menu File|Unload Hive to remove
it from workspace.

Still the same failure. Registry reports that it can't perform the
requested operation. Permissions indicate that I'm the administrator.
The File|Unload Hive menu option is greyed out. I tried naming it
'temp' to no avail. It'd seem that something is really messed up. The
funny thing to me is that this is the only thing that doesn't seem to
be working correctly. Is my only option now to re-install W2K to get a
working registry? Please advise. What information is needed to
properly diagnose this situation?
 
Make sure that the key 'HKEY_LOCAL_MACHINE' has the focus in the right-hand
pane before you try to 'Load Hive'

You'll probably want to start a support incident with product support. For
all we know the article you've found may not even be the fix for the issue.
