When logging in, system loads ver slowly, then eventually I get the following message on a blue screen - stop: 0X00000004 (0X0D000A0C, 0X000000FF, 0X00000000, 0X805239F6). How do I resolve?

It does not state a definition. When I get the error, it states that if it is the first time I have received this message, try rebooting. If it continues, which it has, try uninstalling any recently installed hardware. I have not installed any new hardware recently. For about a week now, I have been having multiple issues. When logging on, the start menu does not appear at the bottom of the screen sometimes and then recently, system would not boot up at all. I also get messages that memory is low, not enough quota to open a program (???). Now I am wondering if it is best to just try to reinstall windows xp.
 
I get this same message, this is my first time using this how do you know when someone sends a reply? I would like to know what the response is when you get one
