Running WinXP Pro SP1.

When I type CTRL-ALT-DEL and select TASKMANGER or when I press
CTRL-SHIFT-ESC, I get an application error. I CAN run taskmanager by
doubleclicking on the executable, or typing taskmgr in the RUN box. I have
tried MSCONFIG and un-enabling the startup serivces and programs, but
nothing changes.

If I am in SAFE mode, everything works as it should.

If when in Safe Mode everything works OK, your problem most likely is
driver related. You can try updating your video driver as a start to
see if that cures the error.

Since you didn't reference any previous posts, I have no idea what
you've already tried. However, the problems you are experiencing are
symptoms of a virus infection. The reason things would work in Safe
Mode is because the virus isn't running in Safe Mode. Scan with current
antivirus using updated definitions in Safe Mode. Post back if you need
more help.
