OK, CTRL-SHIFT-ESC gives App Error.
CTRL-ALT-DEL selecting TaskManager gives App Error.
DblClicking on Tskmgr.exe in \Windows\System32 opens task manager.
And again. If I start in SAFE MODE, the above short cuts DO work.

There are some differences between "normal" and "safe mode." One in
particular is that the extra startup items are not allowed to load. Since
the Task Manager works fine in Safe Mode, something that has been added to
your basic Windows configuration is blocking it when you are in normal
mode. You'll need to do some detective work to figure out exactly what that
is.
Can you access MSCONFIG in Safe Mode and disable the items there? System
Information also will show a list of startup items under the Software
Environment branch.
There are some viruses, trojans and worms that like to disable taskmanager
so that you can't end their process. I guess some aggressive adware/spyware
could do the same. If these have inserted themselves into your startup
axis, they are not present in Safe Mode. These are likely candidates (hence
the advice from others to check for nasties) but regular old software can
cause the same problem.
