StickyKeys/FilterKeys

When I am in Microsoft Word, I will often hit shift a few
too many times and the dialogue box for
StickyKeys/Filterkeys shows up. That's fine, but when I
hit cancel, things get all screwey. Usually everything i
type comes out all capitols, and I can't change it back.
The mouse also gets screwed up, so when I click on the
desk top six things are selected. I have to restart the
computer to get things to work right again. What's going
on? Is this a bug I need to get fixed?

We are having the same problem in our school - Kindergardeners hold the shift key while looking for the other letters. I have figured out how to shut off the filterkeys for one user (Control Panel, Accessibility, Filterkeys, settings, uncheck Use shortcut) but would like to shut it off as the default for all users! It must be a registry edit but couldn't find any answers on Microsoft Home page.
