Sticky keys/Filter keys

We are having a problem with the sticky keys in our school - Kindergarteners hold down the shift key until they find the other letter they need. This causes the Accessibility dialog box to pop up. I have figured out how to shut off the filterkeys for one user (Control Panel, Accessibility, Filterkeys, settings, uncheck Use shortcut) but would like to shut it off as the default for all users! It must be a registry edit but couldn't find any answers on Microsoft Home page
