Status bar says done but blank screen

Lately there are a couple of sites that when I type in the
URL it brings back a blank screen. The status bar
says 'done'. I have gone to these sites before. What is
happening? I have tried the fixes recommended on this site
that do the following:

First plan to fix:
DllRegisterServer in urlmon.dll succeeded. That didn't fix
it.

Second plan to fix; does the scan but never gives me a
chance to extract the file and perform the rest of the
steps.

Try using msconfig to expand the file.
