Static in jingle on reboot

Not a big problem, but when I reboot I get a static in
the Windows jingle as the computer reloads (does not
occur as it shuts down). I uninstalled SoundBlaster, but
the problem did not go away. Any ideas?
 
I had the same problem for a while, then i realized the
noise was caused by applications starting up at boot. If
you have a lot of icons in the system tray that could be
the problem. Either delete shortcuts out of All Programs
