When i sign in to my user name i see a blank window (Black)
and at the to it says C:/windows/system32/svhost.exe. i
have no idea what that means and i want it to go away. it
apears 3 times. It goes away when i close the window but it
is still annoying. I searched for the file and found it but
im not sure i should delete it.

If when you say "and at the to it says C:/windows/system32/svhost.exe" you mean that's what it says in the window header what you have is a startup call to cmd.exe and svchost.exe. Hold down the Windows key and click the R key, then type "msconfig" in the box. Look in the Startup index tab and see if such a call shows up there.

msconfig doesn't appear when i type it in run. I feel that
my computer is really screwed up because the scandisk
isn't working either. is there a way to fully restore my
computer so it is like when i bought it.

That's no surprise. There is no scandisk in Windows XP. XP uses
chkdsk instead.

Yes, but that's almost always overkill and the wrong solution for
almost every problem. Sometimes you have to do it, but it should
be a last resort.
