When I start up my computer it begins to load, but before the desktop comes
up it flashes blue for a second and restarts again. I've tried running in
Safe Mode and opening as last known right config but neither gets me to the
desktop. How do I fix this?
 
Depending on the XP disk that you have , (retail or oem) , you may have to
reinstall. If you have a retail disk you have the option to repair the
present installation. Jym
 
Would that be the CD or the boot disk?

A OEM disk is made by the computer manufacture for the exclusive use by
their manufactured computer. It has XP located on it but may not have the
utilities that the retail XP disk does that Microsoft sells. The retail disk
may be used on any one computer that you choose where the OEM most likely
can not. Jym
