How can I stop programs from starting when I turn on the computer - only open when I WANT to run them!???

Find out HOW they start using:

Start -> Run
MSCONFIG

Look at the startup tab.

Then when you find out where they are starting from, remove the ones you
don't want (registry, startup folder, autoexec, ini files, etc..)
 
You will never get them all
start/run
type in "msconfig"
hit enter
hit the "startup"tab uncheck everything that you dont want to start(better know
what those lines mean one might start your mouse/video card settings??)
click OK and reboot
then remove all programs from the "startup" folder under your "user name" as
well as "all user"
so now the only thing you got left is "services"

In most cases, with "well-mannered" applications, it's usually as
simple as opening the undesired program and deselecting the option to
"display icon in the system tray" or to "start when Windows starts."

Additionally, Look in the C:\Documents and Settings\All
Users\Start Menu\Programs\Start Up and C:\Documents and
Settings\username\Start Menu\Programs\Start Up folders, and in the
system registry, primarily in the
HKLM\SOFTWARE\Microsoft\Windows\CurrentVersion\Run and
HKCU\SOFTWARE\Microsoft\Windows\CurrentVersion\Run keys.
