Is there a way to put a program on the Startup list even if the program
itself doesn't have a feature to do it?

Sure. Start Programs is essentially just an image of the shortcuts and
folders in C:\Documents and Settings\your user name\Start
Menu\Programs

You can put any shortcut there, or add any folder containing shortcuts
there. Similarly you can delete any shortcut or folder that you no
longer want to see there.
