Startup Fodler Shortcut doesn't work

I placed ashortcut in the Startup folder to run my dial up connection to my
PCI ADSL modem however, when XP starts it does not run the shortcut. I f I
browse via the start button to the startup folder and select the shortcut it
connects up no problem. Why does it not run during the start up sequence.

I am using XP Professional.

You didn't place it in the Administrators startup did you? It should either
be in All Users or <your username> startup folder.

No, it is in my username start uo folder; however I have now added it to the
all users and default users start up folders and it worked. I am the only
user set up on this PC.
