Startup Fails for Safe Mode and Normal

Please advise how I can get my computer to boot up. It starts to load the
Windows XP Home Edition and gets as far as the mouse cursor and just stops.
The User ID never show up. This happens in both Safe Mode and Normal Mode. Is
there any process I can follow to fix this problem?
 
You can try tapping F8 just before the Windows XP splash screen, this should
bring up a menu (on a black screen). One of the options on the menu will be
to start using the "Last known good configuration", use the cursor keys to
highlight this option then press the return key.
Failing that I would think you would need to carry out a repair install:

Hi Neil, thanks for the reply. I have tried both the "Last known good
configuration" and the "Repair Install" from the web site that you suggested
and still I get the same thing. The Windows XP doesn't install. It just gets
to the mouse cursor and stops with a blank screen and the mouse cursor
showing. You can move the mouse so it isn't hung up. What should I try next?
 
Please close this Post as I was instructed by IBM to do a Factory Recovery
which I have done. I am in the process of starting all over now. Thanks....
