Startup Boot Options Annoyance - Help!

When I boot XP, it shows a brief menu showing Windows XP
and Windows as OS bootup options. I have gone into the
advanced Startup and Recovery options and 1. Changed
the "Time to display list of Operating systems" to 0 and
2. Unchecked the box altogether. It keeps changing itself
back to checked and 3 seconds. I have also changes the
Boot.ini and made it Read Only. It STILL changes itself
back. How can I permanently stop this annoyance?
 
Go to Start > Run and type in: MSCONFIG , and hit enter,
Click the BOOT.INI tab.
Next, click "Check All Boot Paths".
This procedure should correct your BOOT.INI file.

As long as you have 2 bootup options the time segment will stick with you.
If you have no boot options then you can change to 0 sec.

I unchecked the "Time to Display list of operating
systems" and it's fine until next time I start my
computer. Then it rechecks itself.
