Startup a PC, on scheduled time, automatically w/o user input

No.
After all - what's running the software?
The computer?
It's off.

However - this is a function of many of today's BIOSes...
Check there for a way to turn the machine on at a certain time each day.

Now - theoretically - you could use a scheduled task on one machine to wake
other machine via a 'Wake-On' BIOS setting... (Wake-on-LAN, etc.)

You could also use some higher end networked UPSes to turn off/on certain
outlets and have the BIOS set to power on after a power failure...

But I think you see the common theme is the system BIOS. ;-)

If only one existed that would keep morons from posting such ****ing
stupid questions, then the world would be a better place.
 
You can use Scheduled Tasks, It has the capability to wake the
computer if you either hibernate or standby it.
 
Actually, the hardware has to support it. Windows, which runs in
protected mode, does not access the BIOS.
