I bought a Dell computer with windows installed, all worked great until we had a power bump or some thig, but now after the power has been turned off of the computer I have to hold down the shift button untill the tone of the beebs change, about 14 beebs and then I can get the key board to work . I have been in touch with the people at Dell, and they tell me this is a problem with the softwear. can some one help me with this

A problem with what software? Dell is responsible for the software, namely
the operating system, on your machine. Did they just leave you hanging with
the explanation that it was a "problem with the software" and then refuse to
help you with that problem? Fire up Google and search for "POST Beep Codes"
and find out what the beeps mean. For example, if your system BIOS is made
by Phoenix and you are getting beeps in this order of 3 - 2 - 4 beeps, then
you have a Keyboard-Controller Test failure.
