Starting In Safe Mode

Help Instructions to start in Safe Mode say to click Start, Shutdown then
clicking in the Dropdown.

I don't have a "Shutdown" option first of all.

When I click Start then Restart, there is no choice to restart in Safemode,
the machine simply restarts.

Should I have a "Shut Down" option, or is Start/Restart what I should
expect.

Instead of 'shutdown' do you have 'turn off computer'? Irrelevant anyway...
When you restart, after the POST (the black and white screen with all the
system info (most BIOS) or the OEM splashscreen (HP/DELL etc) hold down the
f8 key.
You should get a menu: choose safe mode.
