Create a shortcut on your desktop with the following command
inside:
c:\Program Files\Internet Explorer\iexplore.exe www.google.com

Now test it, then drag it into your Startup folder.

Hi,

Check in Help and Support, and on the Index tab look for Automatic Program
Starting at Logon. Full instructions there, but you will have to set your
default opening web page too.

You can start IE, or any program you want, automatically by putting a
shortcut to it into the folder C:\Documents and Settings\[your user
name]\Start Menu\Programs\Startup

You can make IE load a particular web page when it starts by setting that
page as your Home Page. Go to Tools | Internet Options. You'll find the
place to set it on the general tab.
