Starting a webapplication with a modal web form

I would like to start my webapplication in a window browser without address
bur, toolbar etc... like a window modal .
Can I?
how?

You can't exactly do that.

You can only control these parameters for popup windows that you create via
client side script (using window.open)

Be aware that SP2 tends to block popup windows so that might cause you some
hassles in user education.
