C:\Users\<username>\AppData\Roaming\Microsoft\Windows\Start
Menu\Programs\Startup

Where do I put a shortcut if I want ALL USERS to use it. We have roaming
profiles here. The PUBLIC folder doesn't have a start folder and if I put one
there Vista seems to ignore it.

You need to to change the view on the folders to show all protected
files and folders. you will then see the all users folder, under the
users folder, and you can put the shortcut in the desktop folder.

try changing the view options to "show hidden files". then there will
be an all users folder with desktop in it. you can put the shortcut
there.
