I just switched from win98 to XP and connot find out how to edit my startup programs, I can only find out how to selectively start with MSCONFIG, but how do I permantly stop programs I have installed to no load automatically when I load windows?

Check within the programs themselves. Many have that configuration
option. UNchecking the program in MSCONFIG may be the next approach.
