start up 'web dialer"

Using msconfig, i see od-matr26.exe and 5-4-152-5 defined
as prog files/ web dialer etc. But c:/prog
files/wedialer does not exist. Nor does system search
find either file.
a> what is it??
b. What's doing in start up and registry?? Disk was
reformated 3/7/04 and a complete reload done on wind xp
etc.
I try to disable in startup menu but iit immediately
resets itself.
c. How do I get rid of it from registry??
