I believe that this may be a problem with your power supply. I have heard of
it happening before but cannot specifically recall the solution.

Try google.

This is usually caused by a failing power supply and has nothing to do
with the operating system. Troubleshoot by swapping out your power
supply for a known-working one.

I've had this problem multiple times. I believe it comes
from a faulty start switch.

What that has to do with unplugging and replugging the
computer from the wall, I have no idea.

(I'm not a teckie)

But I installed a brand-new $70 high-tech power supply in my
computer (the most recent-my newest case), and within a
couple of months, I am having to press my start button
sometimes 3 - 4 times before the computer boots.

I'd take a serious look at the start button, which means--I
believe, most likely, replacing the case .

Just a hunch.
