start up folder & disk defrag

The folder "My Documents" pops up when I first turn on my computer and log
onto my account.

How can I stop this from happening ?

Also, the disk defragmenter utility does not work.

How can I fix that ?

If that does not help, see what startup applications are running. Get the Autoruns utility (as they call "superset of MSConfig") from www.sysinternals.com and inspect the startup programs.
