Boot diskettes are things of the past, as all legitimate WinXP CDs
are bootable. Is there something specific you're trying to accomplish?

Put a disk in your floppy drive. Open windows explorer, right click on your
floppy, select format, select create a dos start disk.

He'll need to obtain the installation CD in order to make any necessary
repairs to the OS; a bootable floppy disk would be of no use in such a
situation.

If it was a retail license and he has have proof of purchase:

If it was an OEM license, he should contact the computer's
manufacturer.

If there is absolutely no indication that it's turning on,
no lights, no nothing, first thing to look at is the power
supply.

But if you're going to do any repairing of the computer,
you're going to have to have a copy of XP.

That just makes a DOS bootable floppy (I think it is the same MS-DOS version
as Windows ME provides). That is NOT a Windows XP startup floppy (as there
would not be enough room on a single floppy). It doesn't look like the OP
merely wants to boot up to a DOS prompt. They could also visit
http://www.bootdisk.com for a selection of images to create DOS bootable
floppies.

You can obtain the 6-floppy diskette Windows XP startup set at:

How to obtain Windows XP Setup boot disks
http://support.microsoft.com/kb/310994/en-us

but you will still need the installation CD. This assumes you are using a
retail version of Windows XP (full or upgrade). This floppies are only
needed if you cannot get your CD device to be a bootable drive to use the
bootable installation CD. Using the bootable installation CD would be far
easier and faster than having to use the floppies.

OEMs have their own ways of doing things, so go read the manual or download
one from the computer manufacturer's web site. The OP never bothered to
identify their brand and model of desktop, laptop, or whatever type of host
they are trying to setup.
