Hello i have followed this article to the T and everytime that i start
Outlook its still in Mail view and not folder View.

http://office.microsoft.com/en-us/assistance/HA011182481033.aspx?mode=print

I open up the registry and go to
HKEY_CURRENT_USER\Software\Microsoft\Office\11.0\Outlook\Options\WunderBar\BootModule

I have BootModule set to 5 in hex.

Order to the Article setting the BootModule to 5 starts Outlook in a Folder
List view which it does not. I have tried this on several machines with no
luck.

Could you export the WunderBar key and post it in your reply?

Here is the WunderBar Key Verbatim
Windows Registry Editor Version 5.00

[HKEY_CURRENT_USER\Software\Microsoft\Office\11.0\Outlook\Options\WunderBar]
"BootModule"=dword:00000005

It works fine here, and I've never heard of a case where it didn't work. Maybe a dumb question, but are you actually using Outlook 2003?

Yes i am using Outlook 2003 for this test.

I have tried on new mailboxes by pushing out a registry key through GPO and
i have tried on current mailboxes it opens in the Mailbox view. I installed
Outlook With a slipstreamed version of SP2 with a transform file. Then i
have group policy applying the rest of the settings i want.

I can't think of any reason why Outlook wouldn't recognize the registry value. Maybe running Help | Detect and Repair will help.
