Start menu remains on top of page

NO matter what I try I caNNot get the start menu back to the bottom of the
page where I would much prefer to have it. I don't know why it went to the
top but, I can't drag it down no matter what i Do. Does anyone know how to
put it back to the bottom where i would much prefer to have it the way it
used to be. Any suggestions would be quite helpful as I have tried everything
that help has suggested. Thank you.
 
Unlock the taskbar > Click a blank space and drag the taskbar to bottom

If this is not working then you are not clicking a blank space on the
taskbar.Dont click a blank space in a toobar so first right click taskbar >
Point to Toolbar > Uncheck all the items > then drag

Right click on Taskbar and Unlock the Task Bar.Next hold down left mouse
button on
"Time" on Task Bar and drag to one side and then to bottom.

Don't drag it directly to the bottom. Drag it to one side, then to the
bottom.
