If you are using XP's Start Menu, you still haven't said.
It's either the pinned items list or your applications have take IE and OE's
places with the Set Program Access and Defaults feature.
I use the Classic Start Menu and have removed the Program Access and
Defaults icon.
Trying to add startup options to these icons probably won't work. You need
to do that from...
C:\Documents and Settings\All Users\Start Menu\Programs\Startup
or
C:\Documents and Settings\Your Name Here\Start Menu\Programs\Startup
or in the registry.
