John,

I use the Classic Start Menu and have 10 of my folders/shortcuts
on the top-left of my Start Menu.

They show up top-left after pointing to All Programs on the XP
Start Menu. Up where you see Windows Update.

Maybe you can find something in one of these >>>

How to Add Items to the "Send To" Menu in Windows XP
http://support.microsoft.com/?kbid=310270
Right-click START, left-click Explore. Browse to your downloads folder
and open it. At the top, left-click File, then slide to New, then left
click on Shortcut. A folder icon labeled "Downloads" or whatever you
folder is named will appear in the pane with your downlads. Left-click
and hold on it and drag it to the START button, pause for a moment and
the menu will appear. Drag the folder to the location you desire it to
appear in the START menu and release. Voila!
