Using XP?
Try: Right Click on Start>Properties>under the Start Menu tab, ensure
Start Menu is selected,
Click Customize> under "Number of programs on Start Menu" ensure it has
a number.

Actually, you need to ensure it has a number OTHER than "0" (zero).
But this has nothing to do with Internet Explorer or your email
program.
To have them appear,
1) Right-click on the Start button
2) Choose "Properties"
3) Click on "Start Menu" tab
4) Click on "Customize" button
5) Make sure "Start Menu" radio button is selected
6) Click on top "Customize" button (the other one should be "greyed
out".
7) Make sure both "Internet" and "Email" check boxes are checked
8) Choose the browser and email app you want to show on the Start Menu
9) While you're at it, in the "Programs" section just above the "Show
on Start menu" section, make sure a number other than 0 (zero) is
showing in the closed Drop-down list. If you want to clear the list
(of all but your browser and email app) at any time, click on "Clear
List" button. This will NOT clear the list of shortcuts which are
PINNED to the Start menu. To remove them, you must right-click on
each one, and choose "Unpin from Start menu".
Personally, I prefer to add those most-used programs I desire, by
"pinning" them to the Start menu.
To do this,
1) Open Start menu
2) Click on (or hover over) "All Programs"
3) Find shortcut of program you want to appear on left side of Start
menu.
4) Right-click on this shortcut.
5) Choose "Pin to Start menu".
NOTE: You CANNOT "pin" a shortcut to a folder to the Start menu, only
shortcuts to applications.
