Start Menu, Explorer Menu, and IE Menus

Hello,

I am having a problem where I can't access the start menu in win xp.
Whenever I click on the start menu, nothing happens. Also, I do not see any
of the Menu Bars and Toolbars in Windows Explorer and Internet Explorer. I
have tried using the fix from MS Article #555130, but was not successful.

Does anyone know how to fix this problem? It happens to all user profiles.

What changes did you make right before this happened? Did you try a
system restore to right before the problem occurred? Does it happen in
a new profile.
 
This is one of my user's system and he said that he didn't do anything. It
happened maybe a couple of days before he reported to me. I haven't tried a
system restore yet but I was planning on running the windows repair. Also I
haven't tried it on a new user's profile yet, but it does occur on the local
admin and on my profile.
