Start Menu and Bottom Task Bar

I recently moved and had to disconnect my computer. When
re-starting it after a month, I find that the start menu
does not work. When I click on it, nothing happens. The
entire Start menu and task bar at the bottom does not
work. In the bottom right hand corner next to the time,
is an icon with 2 computer display that has a red "X"
through it. How do I get the start menu and task bar to
work again.
 
Visit http://www.kellys-korner-xp.com/xp_tweaks.htm and scroll down to
Item No. 195 (right column), click on "Restore Desktop Icons and
Taskbar".

Install the registry fix, then reboot your computer.

One thing to try is to ctrl-alt-del to bring up the task
manager. Go into the processes tab and find explorer.exe.
Select it and click "end process". Say "Yes" to end the
process.

The task bar should now disappear. Now click on the
Applications tab in the task manager and click "New
Task...". Enter "explorer.exe" into the box and press
enter. The task bar should re-launch. Can you use it now ?

PS: The two screens with the red cross means that an
internet or network connection is not connected.
