I installed Popupcop, and now my "All Programs" list
won't open. When I right click and try to explore the
start menu it tells me acces is denied, I don't have
permissions.

Already tried uninstalling this 'Popupcop' and then restoring the
system?

On this popup blocker software: Why use such crap anyway? Win-
dows XP's built-in Internet Connection Firewall should do this job
as well. The how-to has been repeatedly posted in this newsgroup.

And, in case the popups open in a web browser window: Use a brow-
ser that can block popup windows, e.g. Mozilla (see
http://www.mozilla.org/).

HTH,

ICF does NOT block popups.
