Start Menu - All Programs Organization

In Win 98 I could organize my programs in folders and sub folders that were
logical ( to me ). I am unable to accomplish this in XP Pro, either in the
XP mode or the Classic mode. Also, in my Startup folder the only visible
entry is reboot.exe, but I know that my normal start up programs are actually
there and start up as they should. How do I get the old functionality back ?
I am the only user/administrator

What happened to right click on taskbar > properties > start menu >
customize > advanced ?

or

Go to the folders Documents and Settings > your userid > start menu
Documents and Settings > All Users > start menu

customize > advanced ? Been there, but can't find any access to my program shortcuts from there in the XP mode. If I switch to the Classic mode, folders are accessible but not populated with anything except the first couple of personalized folders which I set up to begin the process I used to use with Win 98. I don't have access to the shortcuts to put them in my folders.

Go to the folders Documents and Settings > your userid > start menu
Documents and Settings > All Users > start menu
There is no access here to my program shortcuts
 
Thank you Dick & Jason. Dick had the answer, but I misread it. I overlooked
the second level of "Documents and Settings > All Users" within "Documents
and Settings > your userid > start menu" - Only a litlle bit confusing !
