start.exe not working

I cannot get into help and support from the start menu,I get the message "helpctr.exe is not a valid Win32 application",yet it is in Pc health/binaries,and if i click it from the location,it will open up help and support.Has anyone any idea please?

Go to Start > run and type helpctr -regserver
To totally reinstall help and support copy and paste the following
line in a Start > Run prompt:
rundll32.exe advpack.dll,LaunchINFSection
%systemroot%\inf\pchealth.inf

The program will ask for the Windows XP CD, alternatively, try to
point it to the Windows\System32\dllcache folder and the
Windows\ServicePackFiles\i386 folders.
