Start button

When I press the start button, not every time but sometimes an icon appears
from behind the start button HOTKEYBOARD and then disappears. How do I get
rid of this?
 
I have tried to unistall but I cannot find the HOTKEYBOARD icon. I did not
install it onto my computer and nobody else has because I am the only one
that uses it. Its driving me mad. It is not showing up when I go into
install/uninstall. I have looked everywhere to try and find it but I cannot
find it.
