start button not working

My START button and task bar are inoperative. I can use all
the icons on my desk top to access the internet, run
programs ect. but I cannot use the START button. The "click
here to begin" pop-up is always visible above the START
button. If I am running a program and hit the minimize
button the program dissappears but does not show up on the
task bar and must be restarted. Nothing on the task bar
works. Anyone have any ideas for me? Thanks - Mike
 
At this point, I am inclined to recommend article Q300913.

Resize the taskbar (IE move your pointer over the edge of
the taskbar or Start button until the pointer turns into
a line with a double arrow, and then drag the taskbar to
resize it). This problem is more likely to occur if you
are using large fonts.
 
Thanks for the reply. I can't resize the task bar or do
anything with it. Normally I could move it around the
screen but now nothing works on in. If I go into the
control panel and click on any item there, a window comes
up to allow changing settings, but if I click on the "TASK
BAR AND START MENU' icon - nothing happens. What is Q300913
